PSN Rejection in Front of Deputy Minister of Human Rights

Hundreds of indigenous people affected by the National Strategic Project (PSN) voiced their rejection of the PSN in front of the Deputy Minister of Human Rights, Mugiyanto Sipin, at the Merauke Solidarity Consolidation event on March 14, 2025. The event was also attended by the Chairperson of the National Human Rights Commission (Komnas HAM), Atnike Sigiro.

The Merauke Solidarity Consolidation event was held at the Petrus Vertenten MSC Center, Jalan Raya Cigombong, Kelapa Lima Village, Merauke District, South Papua, from March 11 to 14, 2025.

The event was attended by more than 250 people, including representatives from NGOs and indigenous communities affected by the PSN from across Indonesia. Participating NGOs included Bentala Pusaka, YLBHI, Walhi, the Indigenous Peoples Alliance of the Archipelago (AMAN), Trend Asia, KPA, and LBH.

Indigenous community representatives present at the event included those affected by the food estate project in North Sumatra, Central Kalimantan, Keerom-Papua, Merauke, and Mappi, South Papua. Also in attendance were communities impacted by the Rempang Eco City project in the Riau Islands and the Nusantara Capital City (IKN) project in East Kalimantan.

Additionally, communities affected by the Poco Leok geothermal project in East Nusa Tenggara and the extractive industry projects for energy plantations and bioenergy in Jambi were present. Other affected communities included those from Fakfak and Teluk Bintuni in West Papua, as well as those impacted by the expansion of palm oil plantations throughout Papua.

Merauke, which hosted the consolidation event, is currently facing PSN expansion through the clearing of 2 million hectares of land. This project, initiated under President Joko Widodo, is now being continued by President Prabowo Subianto. The large-scale land clearing has extensive impacts on indigenous communities and threatens the preservation of Papua's forests.

PSN has been implemented in various regions of Indonesia since 2016. Since then, numerous issues have arisen as the project has led to the displacement of indigenous people from their customary lands. Furthermore, PSN has caused widespread forest and environmental destruction.

A report from the National Human Rights Commission (Komnas HAM) states that PSN has resulted in various human rights violations. The project has also bypassed many legal norms and regulations, leading to the obstruction and violation of human rights.

The implementation of PSN has been carried out without involving local communities, ultimately triggering agrarian conflicts. Repressive measures in conflict areas associated with PSN continue to add to the record of human rights violations in Indonesia.

Laporan Komisi Nasional Hak Asasi Manusia (Komnas HAM) menyebutkan PSN menimbulkan pelbagai bentuk pelanggaran hak asasi manusia.
