Atnike Nova Sigiro Apologizes to PSN Victims

The Chairperson of the National Commission on Human Rights, Atnike Nova Sigiro, apologized to the participants of the Merauke Solidarity Consolidation on March 14, 2025. The Merauke Solidarity Consolidation event was held at the Petrus Vertenten MSC Center, Jalan Raya Cigombong, Kelapa Lima Village, Merauke District, South Papua, from March 11-14, 2025.

"We need to apologize if, in handling these cases, we have not been able to reach a prompt and positive conclusion that is fair to the community," Atnike said in front of hundreds of indigenous community representatives attending the Merauke Solidarity Consolidation event.

The Merauke Solidarity Consolidation event was attended by more than 250 people representing NGOs and indigenous communities affected by PSN across Indonesia. NGOs present included Bentala Pusaka, YLBHI, Walhi, the Indigenous Peoples Alliance of the Archipelago (AMAN), Trend Asia, KPA, and LBH.

Representatives of affected communities included those impacted by the food estate project in North Sumatra, Central Kalimantan, Keerom - Papua, Merauke, and Mappi in South Papua. Other affected communities included those from the Rempang Eco City project in the Riau Islands and the Nusantara Capital City (IKN) project in East Kalimantan.

Also present were communities affected by the Poco Leok geothermal project in East Nusa Tenggara and the extractive industry projects for energy plantations and bioenergy in Jambi. Victims of PSN in Fakfak and Bintuni Bay, West Papua, as well as communities impacted by palm oil plantation expansion across Papua, were also in attendance.

Merauke, which hosted the consolidation event, is currently facing PSN-related land clearing covering 2 million hectares. This project, initiated by President Joko Widodo, is now being continued by President Prabowo Subianto. The massive land clearing has had widespread impacts on indigenous communities and poses a threat to the preservation of Papua's forests.

PSN (National Strategic Projects) have been implemented across various regions in Indonesia since 2016. Since then, numerous issues have arisen as these projects have led to the displacement of indigenous communities from their ancestral lands. Additionally, PSN has caused extensive forest and environmental degradation.

Reports from the National Commission on Human Rights (Komnas HAM) indicate that PSN has resulted in various human rights violations. The projects have also bypassed numerous legal norms and regulations, leading to the obstruction and violation of human rights.

The implementation of PSN has been carried out without involving local communities, which has ultimately triggered agrarian conflicts. The use of repressive measures in PSN conflict areas has further added to the record of human rights violations in Indonesia.

Laporan Komisi Nasional Hak Asasi Manusia (Komnas HAM) menyebutkan PSN menimbulkan pelbagai bentuk pelanggaran hak asasi manusia.
